Planning commission approves Hansen family’s small vehicle‑rental conditional use permit

The Duchesne County Planning Commission on March 31 approved a conditional use permit that will allow Justin and Jamie Hansen to operate a small vehicle‑rental business from their home outside Roosevelt.

Planning staff told the commission the use—intended to rent a limited inventory of ATVs, RVs and similar recreational vehicles and deliver them to customers rather than have customers visit the site—meets county code if conditions are imposed. Staff recommended approval with conditions that include: obtaining and maintaining a Duchesne County business license; prohibiting customer visits to the property; requiring all rental transactions be conducted remotely with deliveries off‑site; storing vehicles out of the public right‑of‑way; maintaining ingress/egress and turnaround areas for emergency access; obtaining building permits and inspections for any structures; complying with sign standards if any signage is later proposed; and promptly removing any reported junk or solid waste.

Justin Hansen, who participated online, said the operation is a modest side business that will not expand beyond the inventory described in the application and that he agreed with the staff conditions. "I'll keep this really short and sweet, and appreciate the report and and agree with everything in there," Hansen said.

There were no opponents who spoke during the public hearing on the item. Commissioner comments focused on ensuring the operator follows the conditions and that the use remains delivery‑only; the commission moved to approve the permit and recorded an affirmative vote.

Because the permit includes a condition that any change resulting in on‑site customer traffic requires a new conditional use permit, the county retains the ability to require further review if the operation changes.

The commission closed the hearing on the Hansen application and moved on to other agenda items.
