Board members debated installing 17 versus 21 banners (17 would place banners farther apart and reduce cost). Melissa Hartley said she preferred a conservative approach on spending and had used FASTSIGNS previously with good results. Another member emphasized that Display Sales offers a process for replacement requests that can be considered a form of warranty, but staff said only Display Sales provided a multi‑year replacement review process rather than an unconditional warranty.
Members agreed to defer a final vendor award and asked staff to schedule site visits with preferred vendors and to revisit the item after the joint meeting next week that will clarify holiday‑decoration and other uses of unallocated funds. The board also asked members to drive the Knowles Drive route and report back on spacing and visual impact before the next discussion.
