Hilliard council approves mural, street sweeper, school site and other measures; ordinance 26-11 adopted

Hilliard City Council took several routine and policy actions at its April 27 meeting, approving an appropriation ordinance, municipal equipment purchases, zoning approvals and a community membership application.
Ordinance and budget item - Ordinance 26-11 (amending appropriations and authorizing an expenditure) was read for a second time as a public hearing; no members of the public spoke and the ordinance passed on roll call (Pass 7–0). The ordinance will take effect at the earliest date allowed by law.
Public art and community recognition - The council approved a mural application from the Franklin County Fairgrounds. Fairgrounds manager Amy Fleischman described a multi-piece mural and accompanying community paint-by-numbers activity intended for display by August; council voted to approve the mural (Pass 7–0).
Equipment purchase - Council approved Resolution 26-R-42 to purchase a new Emtek street sweeper for $242,189 with a $75,000 trade-in and a five-year payment schedule (annual payment quoted at $55,735.84); staff said the first payment is not due until March 2027. The resolution passed (Pass 7–0).
Education site - Resolution 26-R-44 authorized a conditional use for a new 70,644-square-foot Brown Elementary School at 2900 Walker Road, adjacent to Hilliard Memorial Middle School. Mark Dudgeon, chief operating officer for Hilliard City Schools, described ongoing energy-efficiency efforts and said the district is exploring options like LED upgrades and floating or vertical solar where practical. The council approved the conditional use (Pass 7–0).
Zoning and property uses - Resolution 26-R-46 approved a conditional use permitting outdoor storage on a Lakeon Road property (approximately 35% of the lot area), a request similar to a previous 2023 approval for the same site; council approved the conditional use (Pass 7–0).
Community programs - Resolution 26-R-47 authorized the city manager to enroll Hilliard in the AARP Network of Age-Friendly Communities, a no-cost membership in collaboration with Norwich Township; council approved the membership (Pass 7–0). Vice President Catone presented the item and highlighted upcoming AARP-related events.
Public comment - During public comment, Edwin Daniel of Old Hilliard urged council to consider the changing personality of downtown in decisions affecting the McCoy Center site.
What’s next: The council will address a postponed conditional-use request for the McCoy Center on May 26; staff will continue to implement approved purchases and zoning processes.
