At the start of the meeting the panel approved the minutes of Nov. 19, 2025, on a motion from Rick with a second from Dan; the motion passed by voice vote. The panel then moved to elect leadership for the year and approved continuing the current chair and vice chair by voice vote.
Multiple public commenters and panel members used the member-comment period to press for follow-up on speed limits, parking, illegal roadside camping and enforcement resources. Bruce Merchant (speaker 15) asked specifically whether the Soberanis stretch would be reduced to 45 mph after a fatality in that area; staff said they did not have definitive segment-level answers at the meeting and committed to a dedicated agenda item at the next session.
The chair closed the meeting by thanking staff and volunteers for meeting preparation and adjourned at 12:18 p.m.
Next steps: staff will post approved minutes, update leadership rosters and bring a full speed-zone survey and signage plan to the next meeting for public review.
