Caltrans outlines Big Sur bridge replacements; locals press for historic-style rails and clarity on new 45 mph stretches

Caltrans staff briefed the Big Sur byway panel on planned bridge replacement and rail upgrades for multiple Highway 1 sites and said the agency will return with more design options and required permits.
John O'Lane (speaker 13) opened the presentation and Caltrans (speaker 4) summarized two projects near Lime Kiln and the adjacent Weagle viaduct, noting a project website and staff contacts for public outreach. Caltrans said right-of-way acquisitions are anticipated in 2027 and that design, advertising for bids and construction phases are scheduled to follow; the team also named Ryan Caldera as the project manager for the site.
The update included both structural and visual information on proposed safety rails. Several attendees objected to the proposed Type 85 safety barrier as inconsistent with Highway 1's historic corridor character. A committee member (speaker 9) said the Type 85 rail “is not consistent with the historical character of bridge rails” and asked what options exist to change the design. Caltrans responded that the Type 85 meets modern crashworthiness needs but that finishes will be muted (patina metal, integral concrete color) and that outreach will allow aesthetic input. “We will come back and talk more about the project in that future time,” Caltrans told the panel.
Caltrans also gave a feasibility update on the Lime Kiln (Kiln Bridge) replacement: during final design the previously preferred environmental alternative proved constructability problems and the agency said it will need supplemental geotechnical work and a supplemental EIR before advancing a new preferred alternative. “It was determined that the current alternative ... is not feasible at that location,” the presenter said, and the agency added it would consider temporary trestle or single-lane solutions to keep the road open during construction.
On speed limits, staff said a traffic engineering speed-zone survey found prevailing speeds that support a 45 mph limit on stretches from north of Rocky Creek through Garapata; signs to implement changes are on order but not yet installed. Public commenters — including Bruce Merchant, who raised local safety concerns and noted a recent fatality near Soberanis — asked whether specific problem segments would be reduced immediately; Caltrans said the precise segments and the length of any new limits will be shown at the next meeting. “No one here came prepared with an accurate answer to that question,” the chair said, and staff committed to bringing a detailed agenda item on speed limits at the next meeting.
Next steps: Caltrans will continue outreach, refine designs with public feedback, perform geotechnical investigations for sites where preferred alternatives were found infeasible, and circulate environment documents (Caltrans indicated a draft EIR for Rocky Creek is expected later this year). Officials stressed additional public comment opportunities before final design or permit decisions.
The panel discussion underscored two recurring priorities: meeting safety and crashworthiness standards while preserving the historic and scenic character of the Big Sur corridor, and making speed-signage and enforcement changes clear and traceable for residents and visitors.
