The commission considered a procedural motion concerning the mayor-designated administrative official seat on the planning commission, governed by section 2-10 of the municipal code. The mayor explained he had not made a current designation for that administrative seat and asked the commission to formally acknowledge the vacancy and clarify expectations for staff support to the planning commission.
City Manager Mike Womack told the commission he had submitted a letter of resignation from the planning commission seat in light of concerns about his voting there. The mayor and commissioners discussed the charter and ordinance provisions that govern appointments and term termination with a change in mayoral designation. After debate on process and potential charter or ordinance amendments, the commission voted to acknowledge that the mayor-designated seat is vacant until a new designation is made and directed the city manager to continue attending planning commission meetings in an advisory and administrative support capacity. The motion was moved by Commissioner McCarthy, seconded by Commissioner Petrie, and carried following a roll-call vote in which one commissioner voted no.
Commissioners said a separate review — including possible charter or ordinance amendments and consultation with the city attorney — would address questions about voting rights for staff attendees and the process for filling vacancies.
