Commissioners debate creating a county administrator/coordinator as reorganization timeline set for follow-up

Raleigh County commissioners used a large portion of their March 19 meeting to consider county reorganization and options for creating an administrative lead position.

The discussion covered whether to pursue a statutory county administrator role (with duties defined in statute) or to create a locally tailored director or county coordinator position; commissioners and staff reviewed models from nearby counties, statutory constraints on elected offices (accounts payable, clerk/treasurer duties), and practical questions about job titles, reporting lines, space needs, staffing backups and budget implications.

Several commissioners emphasized retaining direct, regular contact between elected commissioners and department heads while also seeking more centralized day-to-day operational support. Staff and commissioners discussed using a temporary location for a new hire until space studies (judicial center, health department) determine long-term facilities. Legal counsel highlighted statute 19-3A04 (administrative authority options) as a reference point. Commissioners asked staff to compile a comprehensive list of items and options, and to return with a recommended timeline and role description for further discussion; the board targeted a follow-up work session in early April.
