County backs regional DOD-funded resiliency grant, designs Riley Avenue engineering work

Raleigh County commissioners voted on March 19 to participate in a regional installation-readiness effort funded through the Office of Local Defense Community Cooperation.
Amanda Webb, the county’s planning director, and Janet Williams of the Flint Hills Regional Council presented the award: an approximately $1.4 million, 18-month grant with a 90/10 match. The grant package covers several planning scopes for multiple jurisdictions, a $675,000 engineering-design allocation for Riley Avenue in Ogden and a $100,000 tabletop exercise to test military-installation resiliency planning with consultant Matrix Design Group.
Williams said the grant is non-competitive and commonly used to support joint land-use studies, acoustic studies and other measures to help local communities coordinate with nearby military installations. She said the regional council devised a flat-rate per-jurisdiction fee (not population-based) to cover the local match portion of the tabletop exercise and that the county’s per-jurisdiction share should be modest; staff said they would return a memorandum of agreement for formal signature.
A commissioner noted that the Riley Avenue engineering-design line alone justifies participation; staff said they would designate a county point of contact (suggested: planning and emergency-management staff) and bring the MOA back for signature prior to the next business meeting.
The board moved and seconded the participation motion and approved it unanimously.
