Staff outlines MS4 stormwater outreach and residents report multiple downtown tree concerns

City staff updated the committee on MS4 (municipal separate storm sewer) outreach and local cleanup plans and a resident presented an arborist-style review of downtown street trees.
Cody (city staff) summarized MS4 requirements, distribution of pamphlets, and a public-education effort about not dumping oil, paint or other contaminants into storm drains. Staff described stencil marking for catch basins, a sweeping schedule and proposed community roll-offs and a cleanup day to pick up tires and debris.
In public comment, Sharon provided a block-by-block assessment of downtown trees, identifying sapsucker damage to cedars, rot on a shingle oak near First Federal that she recommended removing, a structurally unsound black maple, a tulip poplar nearing end of life and a dead cedar on the Madison corner. She recommended pruning, removal where necessary and replacement with species better suited to high-traffic, compacted soil areas.
Council members asked whether business-district funds could be used for downtown tree and sidewalk repairs; staff said they would investigate using district funds and other non-general-fund sources where appropriate.
The committee took the reports under advisement and asked staff to cost needed tree, sidewalk and conduit work and return with funding options.
