Eric Poling, the county’s Facilities Director, explained the monitoring system is a safety feature intended to detect refrigerant leaks; he added that the existing chiller is outdated and its software cannot be upgraded. The change order was presented and approved by motion (mover Doug Bush; second Sam Nolte) with no recorded opposition.
The action updates the project’s scope to include additional safety monitoring and uses contingency funds to avoid increasing the base contract amount.
