House approves changes to preschool partnerships and student‑speech rules, removes some nonsectarian limits

Representative Warren opened debate on Senate File 2231, saying the bill restores long‑standing collaboration between school districts and community‑based preschool providers and removes statutory language that had required providers to be nonsectarian. "This bill modernizes Iowa's statewide voluntary preschool program," Warren said.

Opponents, led on the floor by Representative Levin, argued the removal of nonsectarian language is unnecessary to comply with court precedent and could expand public funding for religious instruction without new oversight. Levin's amendment would have struck several pages of the bill; a motion to suspend rules and consider that amendment failed.

Floor debate also addressed student speech and religious expression protections. Supporters said the bill clarifies schools’ responsibilities and aligns the law with recent Supreme Court decisions about government benefits and religious expression. Critics argued the measure reduces local control by effectively compelling school districts to accept partners and expressed concern about oversight and transparency for providers receiving public funds.

Several targeted amendments were adopted to clarify preschool standards and quality requirements for community providers, and other secondary amendments were approved. The final roll call was 63 ayes, 25 no, 12 absent; the House declared the bill passed and agreed to its title.

The House will message the passed bill to the Senate and recorded the usual housekeeping actions at adjournment.
