Caroline Simmons, a resident of 404 North Washington, urged the Marion City Council on March 7 to remove a barricade blocking a rear driveway used by tenants for moves, grocery deliveries and emergency access.
"I have lived at this housing since 2008," Simmons said during the public-comment period, adding that the back driveway has never been blocked and is important for residents with mobility issues. She said a recent surgery makes carrying groceries to the front entrance difficult and that when rain and mud arrived last Friday she could not access the rear area to wash her car.
Simmons said neighbors use the rear drive only briefly to load and unload and that she has kept watch over the area from her kitchen window, describing it as "peaceful and quiet." She asked the council to remove what she called a "blockage" or barricade.
The council chair said staff member Jim would look into the matter and consult with Doug Phillips to determine whether the opening is an alley or falls under a different ownership or maintenance regime. The chair asked staff to report back with findings.
No formal motion or vote resulted from Simmons's comment; the council moved on to the consent agenda.
