Staff recommended renewing a five-year IT-services agreement with BlackLine Technology after a request-for-proposals process; staff said BlackLine scored highest among respondents and currently supports the city's cybersecurity operations. The board approved the five-year renewal by voice vote.
The board also approved a five-year renewal with Willis Towers Watson to continue serving as the city's health-insurance broker. Staff said the broker negotiates carrier fees and has helped keep costs favorable; the arrangement is paid by carriers rather than directly by the city. A board member asked whether the service was bid; staff said professional-services procurement rules differ and that the firm is compensated by insurers.
