Director explains GRIDSMART camera operations and timing; major component installs slated for late July

Isaiah Manfredi, the city's director of public services, gave an educational briefing on the city's GRIDSMART traffic detection system and signal-timing practices. Manfredi opened by explaining deployment criteria: typical mounting heights near 27 feet, siting no more than 50 feet from the center of an intersection and detection fields typically within 150 feet of the farthest stop bar. "We mounted at a height of 27 feet...no more than 150 feet from the furthest stop bar," he said.
Manfredi described how each approach has its own detection zone and how camera systems simulate lane loops in the controller software. He acknowledged intermittent problems such as sun "washout" or grounding/power issues at specific intersections and said staff are investigating those intermittent faults. "Sometimes...the sun is hitting the road...those sorts of things that sometimes will impact it," he said, adding the city has battery backups and other mitigations.
Council members and staff discussed coordinated signal timing during peak hours, differences between camera detection and what actually communicates between controllers, and the potential to add synchronization hardware. Manfredi said synchronization and more advanced timing approaches may require a traffic study before purchase and referenced an estimated per-intersection cost (roughly $6,000) for add-on equipment.
Staff confirmed installation dates for main components in late July (listed as July 28, 29 and 30) and said the new light would be up and blinking by July 30; the blinking phase will last several days while timing is adjusted and the city will coordinate with school and police as needed for the first school day. Manfredi said the city has trained staff through IMSA courses to build internal signal expertise and noted White House is ahead of many peers in deploying camera detection and battery backups.
No formal action was required after the briefing, but staff said they would continue operational adjustments and investigate specific intermittent issues reported by constituents.
