White House board approves multiple service and infrastructure contracts; projects include janitorial, parks shade, sewer repairs and force main work

Council discussed occasional missed areas and how deep-cleaning or special services would be handled; staff said some items are available at additional cost. The motion carried by voice vote. Parks shade structure: Parks and Recreation Director Kevin Whitaker presented a grant-supported purchase and installation of a shade structure and 12 benches for the tennis courts from Mid South Recreation Inc., contract amount $46,968.63. Whitaker said the grant will reimburse 50% of the cost; benches are on order and the vendor quoted about 12 weeks to complete the project. Council asked about durability and replacement costs; Whitaker said the fabric carries a 10-year manufacturer's warranty and that similar installations in parks have lasted multiple years. The motion carried.
Wastewater repairs and projects: Wastewater Director Travis Garman briefed the board on a planned cure-in-place pipe lining procurement (unit-price bid) to address separated and cracked pipes and reduce infiltration/inflow (I&I). The authorization to contract with BLD Services LLC was capped at $100,000; Garman said the funding should enable roughly 20–25 repairs depending on footage and incidental needs. The board approved the authorization by voice vote.
Southern Force Main Phase 6: Garman presented a low bid award to Cumberland Pipeline LLC in the amount of $636,706 for Phase 6 of the Southern Force Main replacement, describing a route from the former cul-de-sac (now roundabout) on Cedarbrook Drive to Tyree Springs Road using HDPE material consistent with earlier phases. Garman emphasized this is a like-for-like replacement, not a capacity increase. The motion carried.
Calista Road deconfliction: The board authorized City Administrator to contract with CSR Engineering for task orders related to Calista Road Phase 1 sewer deconfliction for $40,900. Garman said engineers identified a roughly 800-foot stretch of 12-inch pipe that must be moved to avoid conflict with a road widening project; he said existing easements likely cover the work and that bypass and grinder-pump strategies will maintain service during tie-ins. The motion carried.
