Board awards $185,000 bid for concrete pad for new public service storage building

The White House Board of Mayor and Aldermen approved awarding a $185,000 contract to All Things Outdoor Concrete Inc. to construct a concrete pad for a planned public service storage building. Public Services Director Isaiah Manfredi described the project and recommended award after a bid process that produced five bids.
Manfredi said the concrete pad supports a planned 14,000-square-foot storage building (approximately 70 by 200 feet). He described construction specifications: an 8-inch-thick concrete pad with fiber mesh and entrained air, a 5,000-psi concrete mix, 3/8-inch rebar reinforcement, 4–6 inches of 57 stone subbase, and measures to prevent moisture intrusion. Manfredi noted the city has significant heavy equipment (including a $217,000 MowerMax) that needs indoor storage to slow corrosion from naturally occurring H2S and weather exposure.
Board members asked whether the selected contractor had demonstrable commercial experience; Manfredi said the contractor indicated work on large residential and some commercial projects and that bid specifications were industry standard. After discussion the board moved and carried a motion to approve the bid award.
The contract award covers only the concrete pad portion; the building will be bid separately and the larger CIP budget for the project was referenced during discussion.
