White House council approves Marlin Road intersection award and multiple wastewater, equipment contracts

Finance Director Jason Barnes introduced a separate tax-rate ordinance for a future reading and said, "I think we all, we all understood that there was no rate change involved, and this is the same rate as last year." The tax-rate ordinance was placed for its next reading to avoid delaying property taxes.
Wastewater topics featured several approved items. The board approved a Jacobs Engineering facility plan agreement for $349,026 to evaluate treatment-plant bottlenecks and headworks design as the system has grown from roughly 5,000 to more than 7,500 connections and daily flows increased to about 1.3 million gallons per day, according to the wastewater director. Staff also approved a CSR Engineering agreement for vacuum-system replacement design ($149,700) intended to assess options to reduce and improve a vacuum sewer system that currently serves several hundred customers. The wastewater director explained that sole-source E‑1 grinder pumps are being purchased through Wascron sales (local representative) because of operational pressure requirements; council approved that purchase, $498,254.08.
Other contract and equipment approvals included: a $164,961 bid award to Tugson Group Inc. for the Callisto Pond expansion (phase 2); three 2025 police interceptor utility vehicles under state contract for $133,638; park maintenance equipment (a Kubota utility tractor for $37,926.48); a walk-behind mini track loader for $34,365.74; a Kubota mini excavator ($128,399.07); a skid steer with attachments ($111,753.44); and Ford F-350 chassis cab trucks ($118,895.28). Council discussion noted several items were under budget and staff said work would proceed according to project timelines.
