City administrator reports library director departure, road projects, recreation updates and $1.42 million financing savings

The city administrator told the White House City Council that Library Director Elizabeth Kozlowski has announced she will leave the post to take a larger position; the administrator said Kozlowski's final day will be May 3.
The administrator reported that the Tennessee Department of Transportation (TDOT) has authorized the city to proceed with the right-of-way phase (phase 3) of the US 31W pedestrian safety project at Raymond Hirsch and that no additional right-of-way acquisitions are required for that phase. Staff said construction is hoped to begin by late summer.
Work on the Sage Road widening between Cardinal Drive and US 31W is underway and may cause travel delays; staff said the Pleasant Grove Road intersection with Route 76 should be completed around the same timeframe. The recreation center gymnasium hardwood was installed, sanding and sealing are in progress, and staff are pressing contractors to finish in time for the girls volleyball season in May. The concessions contract evaluation selected a proposal from a group of local women and the concession stand is planned to open for a June 30 celebration.
City staff said they will solicit sealed bids for city-owned property on College Street to US 31W as a sealed-bid sale. A visitor from the Tennessee Bond Fund reviewed the recreation center financing with staff and the administrator reported an interest savings of $1,420,805 attributable to the timing and management of drawdowns and loans.
Alderman Owen Matthews publicly thanked Elizabeth Kozlowski for 12½ years of service as library director; the city administrator echoed those remarks. The council formally moved to acknowledge the reports and the motion carried.
