Annexation request for Calista Road denied after council raises safety and maintenance concerns

Planning and Codes Director Seegis Clark explained the request; Sam Lambert of Stagecoach Developments confirmed the company intends to purchase the property and described options including adding green space or incorporating the parcels into the existing subdivision.
Multiple aldermen raised concerns about the property's current condition (an abandoned, deteriorating house), long-standing maintenance issues in neighboring developments, driveway and egress safety for nearby homes, and the prospect that annexation followed later by rezoning could increase traffic and development pressure on a road already described as dangerous. One council member said residents in the ward had called about neglected yards and ongoing site problems.
After discussion, a motion to deny the annexation passed 3–2. The board noted that if the developer later seeks rezoning or PUD changes, those would require separate review by the planning commission and further board consideration.
Next steps: planning and staff will follow up on the property's condition and the developer may return with revised proposals; any rezoning or PUD amendments would go to planning commission first.
