Council considers annexation for Bob Todd Loop parcel and affirms planning commission's denial of a separate annexation

Council reviewed two annexation matters at the work session.
Staff presented an annexation resolution and plan of services for property on Bob Todd Loop and recommended approval; staff clarified the street in question is in the state right-of-way and is not included in the annexation so the county will remain responsible for road maintenance and crash response. "The road is not included in the annexation," staff said, and council members asked for the clarification so residents understand who maintains the road.
Separately the planning commission had recommended denying an annexation request for Tax Mat Parcel 101.021.03. Chair recounted that the planning commission's decision was unanimous because members were concerned approving one annexation could create a precedent that would make it difficult to deny future requests. "It was a unanimous decision to not for fear of this creating a precedent," the chair said.
Staff recommended the council deny the parcel 101 request in keeping with the planning commission. The council did not take a final vote during the work session; staff said the items would be placed on the agenda for formal action.
