Staff presented several closeout change orders: a deduct of $212,940 for the Catoosa area water lines project, a clarified deduct of $28,436 for the Piedmont Road sewer force main additions (staff noted a typo in the legislative text), and a $7,546 deduct on Holiday Hills and Middle Park SCADA improvements. "It's a deduct in the amount of $212,940, and we recommend the approval," staff said about the Catoosa closeout. The council agreed to place the items on the agenda for approval.
On procurement, staff said JR Wofford advised hiring Mid South Tank Consultants directly for the Genesis Rehab tank inspection, which "ended up saving us, $5,600." Council added that item to the agenda.
On airport work, staff requested approval to apply for a TDOT Aeronautics grant to replace taxiway lighting (staff said the grant would be about 95% with a roughly 5% city match) and asked council to approve a standard TDOT grant contract if awarded. Separately, staff requested approval of a task order with Neil Shaffer under an existing master agreement for engineering services totaling $2,088,290, contingent on TDOT awarding the grant. Staff noted the city's portion was shown in materials as about $1,010,414 but said communications suggested the city's share could fall to roughly 2.5% if full grant funding is received.
Council did not take final votes during the work session; staff recommended placing the items on the consent agenda or the next regular meeting agenda for formal action.
