At a Winnebago County deliberative meeting, the county chair and planning staff presented and the body approved four land-use requests affecting shoreland parcels in the towns named on the agenda. Each approval was made on staff recommendation and by voice vote.
County staff summarized the findings for each application and cited applicable ordinances. For the Spark Development LLC parcel at the southwest corner of Eagle Heights Drive and Wing Lane in the Town of Clayton, the county staff member said the town had approved the application with conditions and that "the town action is advisory due to Shoreland jurisdiction." The staff recommended approval and noted that "all applicable sanitary zoning and erosion control permits shall be obtained before starting construction." The chair called for a motion; the motion and second were recorded and the request was approved by voice vote.
The board then considered a request listed for Robert and Darlene Karas (parcel 300130 at 5205 Leslie Point Road). The county staff cited Chapter 27 and section 27.6(7)(c), reported that the town had an adopted land-use plan and raised no objections, and recommended approval. A motion and second carried on a voice vote.
A third request, for Gizmo Farm Properties LLC (parcel 0120130-00-00 adjacent to West Fisk Avenue in Oshkosh, listed under the town entry on the agenda), was presented under Chapter 23 and section 23.7(1)(14). The staff reported the town approved the proposal and recommended approval. When a board member asked whether the town's "right of denial per the terms of the zoning" was county zoning, the county staff member responded, "Yeah." Following that clarification the board approved the request by voice vote.
The final parcel, carried over from a December 2025 public hearing (parcel 032014-03, adjacent to 9339 County Road H in Fremont, Town of Wolf River), was presented with findings under Chapter 27 and section 27.6(7)(c). The staff reported town approval and recommended approval subject to the same permit and ordinance requirements; the motion and second were made and the board approved by voice vote.
Each staff report referenced town actions as advisory because of shoreland jurisdiction and stressed compliance with local ordinances and required sanitary, zoning and erosion-control permits prior to construction. No roll-call vote totals were recorded in the transcript; each item was approved by voice vote with the meeting record stating "motion carries." The meeting concluded after a motion to adjourn passed by voice vote.
