Kaufman County approves awarding service weapon to retiring deputy, appoints new patrol deputy in Precinct 2

Kaufman County’s commissioners court on Dec. 9 approved two personnel actions for Precinct 2’s constable office: awarding a retiring deputy his service weapon and appointing a new patrol deputy.
Constable Johnson told the court Deputy Steven Hoops began service in 2014 and is retiring after roughly 14 years. Johnson asked that Hoops be allowed to keep his service weapon, a Glock 22 serial number BWEG56O, under the office policy that requires the deputy to pay half the firearm’s cost. The court voted to approve the award.
Johnson also recommended appointing Matthew Mark Ortega to fill a vacant patrol contract position covering the Windmill Farms area. Johnson said Ortega “actually comes from the Dallas City marshal's office,” has two years of prior service there and received recognition while employed in Dallas. After a background check, the court approved Ortega’s deputation and the 191 contract for the Windmill Farms area.
The court handled both items as routine personnel and contract approvals with voice votes recorded as “motion carries.” No roll-call tallies were read into the record. The retiree’s service is effective Dec. 31, 2025, per the constable’s presentation; the court did not discuss additional personnel details publicly.
