Andy Todd was elected county board chair and Kevin Whalen was chosen as vice chair during Trempealeau County’s organizational meeting on April 21, 2026. The board held nominations and secret ballots for both offices before confirming committee rosters for the year.
Mary Martin, the county clerk, read the ballot tallies and announced the results. After a tally of votes for chair between Andy Todd and John Austin, Mary Martin said, “So we got 9 to 8. So Andy Todd is our new county board chair.” Later, the vice-chair race produced a 9–6–2 split, and the clerk announced Kevin Whalen as vice chair with nine votes.
The newly elected chair and vice chair then shepherded the board through appointments to standing committees including executive finance, health and human services, highway, environmental and land use, and others. Several committees were filled by unanimous ballot; others required multiple rounds of counting. The board recessed for about an hour to allow the chair and vice chair time to finalize committee assignments and reconvened at 12:36 p.m., when the clerk confirmed all 17 supervisors were present.
The organizational votes were standard procedure for the board’s two-year term and did not accompany substantive policy decisions. Committee rosters and appointments were presented aloud by the chair and confirmed by voice vote or ballot as required. The clerk maintained the official tallies and read roll-call outcomes where resolutions followed.
Next steps: the board will convene standing committees under the newly assigned rosters to begin substantive work for the term.
