Commission approves preliminary plats and recommends right‑of‑way actions for Point Place, Hitch Baysley and Donnelly Place projects

Point Place: the planner described a third amendment to the Point Place subdivision preliminary plat to relocate an existing gravity sewer line and add a new manhole to create buildable space on Block 7. Staff recommended approval and commissioners approved the preliminary plat by voice vote.

Hitch Baysley Division: staff presented a proposed 2.67‑acre, one‑lot subdivision on Miller Avenue that includes a proposed 12‑inch water line across Miller and a proposed fire hydrant. The City Planner said the City of Crossville was involved with the water line and that the property owner would be required to pay for the hydrant and possibly the final plat. Commissioners approved the preliminary plat on a voice vote.

Donnelly Place Road extension and right‑of‑way: the planner explained a developer’s proposal to extend Donnelly Place and construct a cul‑de‑sac to meet turnaround requirements, which would allow the city to abandon an existing hammerhead right of way and join it to adjacent property. The planner said the fire department approved cul‑de‑sac measurements and that abandonment of the right of way must be approved by City Council and by ordinance before it takes effect. The commission approved the preliminary plat and recommended the abandonment request proceed to council for final action.
