Lubbock County commissioners approve budget amendments, vendor contracts and interlocal sewage agreements

Lubbock County Commissioners Court on Nov. 24 approved a package of routine financial and contracting matters, including $1,794,440 in budget amendments and $4,381,749.71 in claims payments, and authorized the county judge to sign several vendor and interlocal agreements.
The court’s auditor’s office presented the budget amendments and asked the court to approve them. "There are no line item transfers, and I present the budget amendments in the amount of $1,794,440 and ask for your approval," Miss Williams said. After a motion and second, the court voted in favor.
The court also approved awarding ITB 610001 for voter registration certificates to Runbeck Election Services LLC after elections staff reported five responsive bids and recommended the low bidder. The county authorized a six-year vending concession agreement with Texas Star Refreshments LLC and an end-user license addendum with Una Solutions Inc. (Bonfire) to support the county’s bidding platform. The court later authorized a fuel-management software license with ECOS for the road and bridge fueling sites.
Items 17–22, a set of interlocal agreements authorizing the county judge to sign on-site sewage management agreements with the cities of Abernathy, Bridal, New Deal, Shallowater, Slayton and Wolford, were presented sequentially and each was approved by motion.
The court also voted to submit an application to the Texas Veterans Commission to request up to $25,000 for a regional veterans-mediation program; county staff warned demand in outlying counties is uncertain and said spending will not exceed the grant amount. Melanie Hall, HR director, briefed commissioners and the court approved Voya for 2026 stop-loss coverage for medical and prescription drug benefits.
In personnel business the court unanimously appointed Wesley Green as facilities maintenance director for Lubbock County, effective Jan. 20, 2026. Road department staff reported staffing is filled and provided counts of outstanding work orders for unpaved and paved roads, signs, parks and fleet maintenance.
