Crossville planning commission clears annexations, site plans and variances

Crossville Planning Commission members approved annexation plans for three residential properties and cleared multiple site plans and financial-guarantee changes at their meeting.
The commission opened with a public hearing on annexations covering parcels on Canary Drive, Tulip Drive and Jada Drive, and no members of the public spoke. The chair said, "This is a public hearing for annexation," and later noted the hearing requirements had been fulfilled.
Staff presented a package of development items the commission approved after brief discussion. A Chuck Palmer site plan was approved for a new 6,000-square-foot building behind an existing property off Livingston Road; staff said utilities will tie to existing private lines and a small stormwater structure is proposed and recommended approval contingent on required stormwater permits.
The commission also approved a proposed four-story True by Hilton hotel at the corner of Teton Road and Turner Cemetery Road. Staff described the hotel as about 50 feet tall with 98 guest rooms, a single proposed driveway connecting to Piedmont Road and underground stormwater detention; staff recommended approval pending TDOT driveway permitting and any required stormwater permits.
A front-setback variance at 119 Arway Loop was granted after staff said the 5-foot reduction (from 20 to 15 feet) was supported by neighbor and HOA reviews. The commission approved a 12-month extension and replacement of the letter of credit for Gardens Phase 8-4; staff recommended release of the existing guarantee and acceptance of a new letter of credit with the required 10% increase.
On Homestead Junction, staff presented two escrow agreements for road, grading and paving ($27,117.20) and for a temporary cul-de-sac ($30,032.20). During that item a commissioner disclosed a family connection and said they would recuse themselves when votes occurred; the commission recorded the disclosure and approved acceptance of both agreements.
For the annexations, staff presented plans of services that include low-pressure sewer-line extensions to be installed by the property owners and paid within 12 months: Canary Drive requires about 500 feet of 2-inch line (material cost $1,485.19), Tulip Drive requires 580 feet (material cost $6,293.56), and Jada Drive requires 1,040 feet (material cost $7,965.66). Staff recommended approval and the commission approved each plan; staff said the annexations and plans of service will be forwarded to the city council for final action.
Staff reports noted one recorded plat and several additional annexation requests in the pipeline for future planning commission review. With no further business the commission adjourned.
