The Caldwell City Planning Board voted unanimously on Feb. 25 to approve minor amendments to the city's Housing Element and Fair Share Plan, a step municipal staff said is needed to respond to a legal challenge and to meet state filing requirements. Mr. Bambrick moved to approve the amendments; Councilwoman Hunkele seconded and the motion passed on a 9–0 roll-call vote.
T and M Associates consultant Mr. Cutroneo told the board the changes are largely technical: updates to the cover and credits pages, revised appendices, and edits required by State of New Jersey requirements for 4th Round affordable housing plans. He said the borough's plan was among many challenged by the Fair Share Housing Center during the post-adoption challenge window and that the challenge process required documentation and the removal of one unit that was later deemed not credit‑worthy. Mr. Cutroneo also said the town retains a surplus from its Round 3 plan that carries forward into Round 4 and reported the Borough’s Round 4 obligation as approximately 35 affordable units; he stated the borough has met its Round 4 obligations.
