Placement and program updates reflected fluctuations in residential and foster placement counts. Staff said the residential-care census rose to 4.6 children in one facility; secure detention reported averages near 0.5; foster-care averages were 55.3 with 19 placements listed as relatives. Staff explained a recent statute change made kinship licensing for relatives simpler, which staff said accounts for some of the increase in relatives being recorded as licensed placements.
Board members also questioned how work is allocated while departmental leadership positions are being finalized. One member urged that staff who are performing multiple roles receive additional pay; an administrator‑level participant replied the position will be posted and staff are preparing position requirements.
The board approved prior meeting minutes by voice vote and adjourned after routine announcements.
