Winnebago County committee hears plan to reestablish shoreland zoning in multiple towns

Winnebago County planning staff presented proposals to reestablish the county’s Chapter 23 shoreland zoning districts for shoreland properties in several towns, including a town name that appears with varying spellings in the transcript. Staff told the Planning and Zoning Committee they received multiple town resolutions recommending approval; no members of the public spoke on these items at the hearing.

Chair Howard Miller summarized the scope and asked if anyone wished to speak. Staff entered multiple town resolutions into the record: the transcript records recommendations for approval from the towns of Algoma, Neenah and an entry transcribed as Resford for one item. For another shoreland item the transcript records a resolution from a town whose name is spelled inconsistently in the record; staff indicated the findings show the town has an adopted plan and that the proposal complies with that plan.

A committee member asked how shoreland zoning is applied when a parcel contains only a small corner of shoreland zoning; staff replied that parcels are treated as ‘‘either in or out’’ of the shoreland district and advised property owners to check with the town when county and town zoning differ. Staff closed the hearing items after recording the written town responses.

No formal vote was taken on the shoreland items during the public hearing. Chair Miller said the committee will make its decision at the deliberative meeting on Monday, March 9 at 7:30 a.m. in the County Administration Building and via Microsoft Teams.
