County says appraisal, MOU and market work are next steps for Fox Cities campus

Winnebago Countys county executive reported the county will obtain an appraisal and seek a management MOU as it pursues options for the Fox Cities campus after a proposal fell through; staff will pursue visioning, a market assessment and potential housing uses.
County executive (speaker 14) updated the Facilities & Property Management Committee on the Fox Cities campus, saying the county is proceeding with an appraisal of the property and will negotiate a memorandum of understanding with a management company to begin marketing and booking tenants.
The county had engaged a potential partner (identified in prior meetings as Faith) but that group stepped back after estimating rehabilitation costs and travel expenses for trainees. The county executive said that counsel will pursue local management and a phased, community-informed approach that could include a field house, the CAC, a planetarium and housing on undeveloped acreage.
An appraiser (Kevin Doeman) will prepare valuation work and staff will conduct community visioning and a market assessment before pursuing a national firm for detailed redevelopment scenarios. The county executive said some parts of the property may be demolished if they are obstacles to viable redevelopment, and noted the county is exploring nonprofit or tribal interest for alternative revenue models.
Staff said they will report back to the board and the committee as next steps are taken.
