The committee unanimously approved a request to spend up to $2,568,384 from the Spirit Fund to pay for design and engineering of an addition to the county highway facility, a move staff said would allow the county to advance a facilities master-plan phase.
Presenter (speaker 10) described the master-plan options and said the highway addition is the most immediately implementable segment. He said the total project cost across options is roughly $32 million (about $17 million for the highway addition and roughly $15 million for relocating the facilities department). Using an 8% design-cost rule for a project of that complexity produced the $2,568,384 figure.
Finance staff (Jamie) said the county has roughly $6.6—$7.0 million of unallocated Spirit Fund dollars available, including interest, and argued that the design request fits the boards goal of using one-time resources for capital investment rather than ongoing operations.
Committee members generally supported the request; several said getting design work done now would produce more-accurate cost estimates for future bond planning and would allow the county to include the work in future capital budgets. The motion to approve carried unanimously.
Staff said the design work would cover concept through bid documents and could be scaled to cover the highway addition only or the broader facilities move if the board elects to fund both phases.
