The Facilities & Property Management Committee unanimously approved revisions to Chapter 8 of the Winnebago County Code that clarify responsible-bidder criteria for public-works projects and add procedural checks.
Supervisor Mary Anne (speaker 13) explained the draft separates easement language from public-works provisions and fills gaps the committees draft missed on insurance, compliance with workplace safety standards and bidder responsibility criteria. "I compared it to other counties' ordinances...and I saw gaps that I thought would be important to include," she said.
Committee members debated which officials should hold authority to approve responsible bidders on projects. Several members favored including multiple officials to avoid concentrating power in a single appointed staffer. "I think it would be a check and balance to do that," one member said.
The committee accepted a friendly amendment to add the finance director and the facilities director to the approval panel and to name the county executive as a final arbiter for disputes. The amended ordinance passed unanimously.
The ordinance change will be transmitted to the full county board for final action; committee members said the intent is to strengthen protections for taxpayers while preserving administrative efficiency.
