Planning committee forwards three town zoning changes to county board

The Winnebago County Planning & Zoning Committee reviewed staff recommendations to forward several town-initiated zoning changes to the county board and approved each by voice vote.
Staff (speaker 4) presented three items: a Town of Poygan request to rezone a parcel (parcel ID 020-0468-01 / 020-0468-02) from R-1 (residential) to A-2 (general agriculture); a Town of Vinland amendment moving a parcel from B-1 (general commercial) to B-3 (general business) with the town amending its future land-use plan to match; and a Town of Winchester request to rezone parcels (028-0449-07 and 028-0449-05) from R-1 to A-2 consistent with the county’s future land-use plan.
For each item a motion was made, seconded and approved by voice vote. On the Vinland item staff explained the town is amending its future land-use map to change the designation to commercial before county adoption. Committee members asked whether shifting residential acreage elsewhere in the county would be needed to meet comprehensive-plan goals; staff said that would be addressed in the county’s comprehensive plan process.
The committee did not record roll-call tallies; for each motion the minutes show a mover, a second and the voice vote result "motion carries." The items will be forwarded to the Winnebago County Board for final action.
