Committee approves food-insecurity grant, delays vote on NSF fee and check-write policy

A supervisor asked for a comparative analysis against counties of similar size, and Michelle said she had only checked surrounding counties and could provide a wider comparison if requested. "$50 is where everybody almost is," Michelle said when explaining her review of other counties’ charges.
Following discussion, a motion was made and a roll call was held; the chair declared the motion to postpone the NSF-fee decision to the next meeting and the item will appear on the upcoming agenda for more information and comparative analysis.
Separately, staff proposed updating the check-write/voiding policy to void unclaimed checks after 90 days rather than two years, citing Tyler-conversion recommendations and changes in departmental deposit practices. Staff and supervisors discussed operational exceptions (for example, license deposits held pending events) and asked staff to consult Tyler consultants for specific implementation guidance. Committee members voted to postpone the formal adoption of the new check-write policy until May to allow time for follow-up.
On the food-security item, Jay presented a budget amendment: Marshfield Clinic funds to supplement county food resources, including support for community food pantries, 24-hour access, and seasonal pop-up produce stands. The Health and Human Services Board had already approved forwarding the amendment. The committee approved the budget amendment by voice vote after a brief presentation; the chair called for ayes and the motion carried.
The committee directed staff to return with additional comparative data on NSF fees and clearer operational guidance on check handling schedules tied to Tyler.
