"The stadium ... is our high dollar asset," said Mr. Frazier, the presentation lead, arguing that higher fees for stadium use signal the value of scheduling and help limit uncompensated wear. He said the proposal removes many multi‑use discounts and converts several categories to single‑use fees so groups pay for the time they actually occupy a space.
Members discussed blackout dates that would prevent public scheduling on certain holidays and other days when the district needs buildings for maintenance or school functions. Mr. Frazier said the blackout list can exclude ordinary outdoor fields such as ball diamonds and practice fields while preserving restrictions for the stadium. "We added some blackout dates so the general public has a general understanding of what days we will not be scheduling things," he said.
The subcommittee also raised administrative issues: a filing deadline for permits to enable a first‑come/first‑served priority, clearer definitions of "school‑related groups" versus "local community groups," and options for phased price increases for bookings already made in future school years. Members agreed those definitions can be tweaked and revisited annually.
The group discussed benchmarking and equity; Mr. Frazier said, "In Adams County, we're in the upper half ... and for York, we would be in the lower middle part," placing the district near the regional median. He urged the subcommittee to monitor how much revenue the new fees generate and whether it is reinvested in facilities.
The subcommittee voiced consensus to forward the facility‑use fee proposal to the full board for study and possible action. Chair recommended adding the item to the May board agenda and running a study session in June so changes could be in place by the July 1, 2026 effective date if the board approves them.
What’s next: The subcommittee asked staff to incorporate clarifying language (outdoor exceptions, permit deadlines) and to present final recommended fee tables to the board at the May meeting for further study in June.
