Winnebago County panel accepts $4.4 million HUD lead-abatement grant, approves coordinator position

The Winnebago County Personnel & Finance Committee voted Feb. 5 to accept a federal HUD lead-abatement grant worth $4,400,000 and to amend the county’s table of organization to add a grant-funded coordinator.
Greg Aaron, director of public health, told the committee the award is structured to increase the department’s abatement work from about 25 homes per year to roughly 50 per year over a four-year period — about 100 homes total — and includes funding for related "healthy homes" activities such as smoke-detection checks and radon assessment. "With the acceptance of this grant, we can double our current capacity," Aaron said.
Aaron said the HUD award is reimbursement-based; for the initial year the department estimated costs by taking a quarter of the total grant and will seek reimbursements as work is completed. Committee members pressed staff to ensure the resolution and fiscal notes specify whether the new coordinator position is intended to be permanent; the committee was told the position is tied to grant funding and would sunset if funding is not continued after the four-year period.
Chair (speaker2) called the motion to accept the grant and then moved the separate amendment to the table of organization to allow hiring the coordinator. Both motions passed by voice vote.
The county will report back to the committee on early expenditures and any adjustments to staffing once the reimbursement process begins and initial work orders are executed.
