Lubbock County commissioners approve budget transfers, contract awards and equipment purchases

LUBBOCK, Texas — The Lubbock County Commissioners Court on Monday approved a slate of routine financial and procurement items and made a personnel appointment, carrying motions unanimously where recorded.
The auditor presented budget transfers of $16,400 and budget amendments totaling $5,330,865; the court approved both measures after a motion by Commissioner Shaw and a second by Commissioner Daugherty. The court also authorized payments of claims totaling $2,920,302.17 and accepted the county’s unaudited financial report for October 2025.
Jacqueline Sanchez of the Lubbock County Tax Office reported November collections for venue and short‑term rental taxes: hotel tax $228,588.03 (141 payments) and car tax $95,079.82 (9 payments), for a monthly total of $323,667.85 (150 payments). Fiscal‑year totals reported were hotel $2,904,274.56 and car $1,050,823.92, combining to $3,963,022.55 year to date. Sanchez said total deposits into the venue bank account through Nov. 26 were $22,512,558.55, with disbursements of $7,910,640.62 and a balance of $14,601,917.93.
"Brings a total of $323,667.85," Sanchez said when reporting the monthly collections.
On procurement, the court awarded ITB250801 for the Woodrow Road Phase 2 project to West Texas Paving Inc., including alternates 1 (drainage/storm sewer) and 2 (County Road 2330 work), after Purchasing Director Clint Worman said six responses were received. The court authorized the county judge to sign a development agreement with KRT Cove Development LLC to construct a portion of Avenue P between County Road 7500 and Woodrow Road.
The court also authorized multiple heavy‑equipment purchases: three 2025 Caterpillar 140J motor graders from Warren Cat, a John Deere 644P wheel loader and a chip spreader from Yellow House Machinery Company. Motions to authorize those sales agreements and addenda carried by voice vote with no recorded opposition.
Judge Parish moved item 22 up on the agenda and, with a second by Commissioner Rackler, appointed Nathan Harvey as interim facilities maintenance director effective Dec. 8, 2025; court members publicly thanked longtime facilities employee Nick Hill, who is resigning and retiring.
Where recorded, motions passed unanimously by a 4–0 vote. The court adjourned to executive session for personnel briefings and a compensation presentation by the Crow firm and reconvened to adjourn at 12:01 p.m.
