Commission discusses annexation map; members weigh islanding risk and potential revenue near Three Peaks

City Manager Ryan Robinson presented a proposed annexation declaration boundary extending north to 7,000 North, east to Lund Highway, south to near the Cedar City boundary, and following BLM parcels to the east. Robinson said the commission needed to consider how the Cold Creek community (formerly Rittermark), an unincorporated area in Iron County, might vote in November to incorporate as a town; if Cold Creek does not incorporate, the city’s current proposal could create an "island" that state code disfavors.
Council Member Trower urged the commission not to wait until November and suggested the annexation area be extended westward to the county line to capture potential revenue from planned data centers on the backside of the Three Peaks area. Commissioner Kyle Jones and Chair Pro tem Delaine Finlay cautioned about overextending the city's service obligations and taking on liability for old infrastructure requiring costly upgrades; Robinson noted annexation is a legislative process and that the city can require infrastructure upgrades as a condition of annexation.
The commissioners asked staff to return with several map alternatives for review before initiating the public-notice and hearing process, since annexation requires extensive notification to neighboring jurisdictions and entities.
