Director reports preliminary December finances and rising admissions; staffing shortfalls persist at Parkview

The county director presented the preliminary December financial report and a Parkview census and staffing update during the meeting.
Speaking during the director's report, the director said the intergovernmental revenue year-to-date was roughly $13 million, with Medicaid listed as the largest single item and overall revenues reported at about 103.29% of budget. "The biggest item in there is the title 19 Medicaid," the director said while walking members through the revenue lines.
The director also reviewed expense categories, noting capital costs — including tubs and a TempTrak system — had caused certain budget lines to be exceeded while total expenditures remained below budgeted levels. The report listed total expenditures of $17,571,082, or about 85.62% of budget, and staff noted some December charges would post in January (so figures are preliminary).
Separately, a presenter reviewed Parkview's December census: 13 admissions and 8 discharges for the month, with a year total of 139 admissions and 141 discharges in 2025. The presenter said the facility's daily census averaged 91 for the year and that private-pay residents accounted for about 20% of residents. "Our private pay VA was 20%," the presenter said.
Committee members pressed staff on whether the county has allocated capital funds to make a second elevator safe and discussed staffing and training. The presenter said Parkview had 184 staff in December (191 annual average), had hired eight people in December and reported five resignations for the month; for the year, 94 resignations were recorded. The presenter emphasized continuing needs for RNs, LPNs and CNAs and described a recent training cohort; committee members and staff discussed recruitment costs, enforceability of return-to-work commitments and the difficulty of retaining workers in a competitive labor market.
No formal decision on staffing policy or additional funding was recorded at the meeting; committee members and staff flagged recruitment and retention as ongoing issues for future attention. The committee expects a more complete year-end financial report at the next meeting.
