Parks director presents annual report; highlights $3.1 million in recent grants and operational updates

Parks Director Adam presented the Parks Departments 2025 annual report and operational highlights to the commission, and described recent grant success and ongoing projects.
Adam said the department will produce an annual report each year and that, since 2021, the parks department has secured about $3,100,000 in grant funding for projects including splashpads, trail work and other capital improvements. He reported 261 total shelter rentals in the parks and cited trail counter data showing roughly 52,000 uses at a counted West Wind location last year.
On buoy maintenance, Adam said the department manages roughly 121 buoys in inventory with about 88 currently deployed; crews recover and refurbish 15 to 20 buoys each winter. Regarding the Butamore boat landing dredging project, Adam described an unusual permitting requirement from a DNR reviewer who asked for the spoils placement site to be identified a year-and-a-half in advance; the county is exploring on-site spoils placement that staff said could save money but is awaiting a determination from the DNR before finalizing bids.
Adam also noted upcoming bid openings (Lake Butte des Morts improvements) and that equipment replacement work remains scheduled for spring; staff are lining up contractors and hope to move projects forward as weather permits.
Commissioners asked for follow-up data on revenue and usage comparisons and requested updates on seal-coating and parking-lot maintenance at the next meeting.
