Parks commission approves forwarding Chapter 19 recodification to county board

Parks Director Adam said the project has taken two years and is intended to clean up outdated language rather than make substantive policy changes. "This has been a project 2 years in the making," Adam said, adding the update replaces references to "committee" with "commission," removes references to a non-existent swimming lake and an infrequently used keg permit, and updates park hours and fee schedules to reflect current operations.
The Chair moved to approve forwarding the prepared changes to the county board; a committee member seconded the motion. The commission approved the motion by voice vote. Director Adam said the item is scheduled for the county board in March.
Commission members said the changes largely reflect operational practice and housekeeping corrections, though one commissioner asked for clarity on several specific redlines before the county board review. The commission did not change the underlying fee amounts that were previously approved by the county board for 2025.
Next steps: the recodified Chapter 19 will be transmitted to the Winnebago County Board for review and possible adoption at its March meeting.
