County utility official says Coney water dispute centers on $556,995 in unpaid charges and missing executed agreement

Adam Patterson told the commission he has spent several weeks reviewing exchanges with the town of Kony (Coney) and the City of Frostburg about how water was billed to the town and to county meters.
Patterson said county staff traced Frostburg bills to a Cabin Run Road meter and other downstream meters and "the county did pay Frostburg for every drop of water that went through the Route 36 meter," adding that he found a 1999 draft agreement but no executed contract and that Frostburg likewise had not located an executed agreement.
He said the town asked for signed agreements and historical meter readings; staff have compiled meter and invoice records and are preparing them in a user-friendly format to show how Frostburg billed the county. Patterson reported the outstanding repayment the town owes the county is $556,995.14. He also said he is working with Frostburg on a future agreement that could use a "ready to serve" fee structure — a fixed readiness charge plus usage — and expects to have more information for commissioners within a few weeks.
Commissioners thanked Patterson for the update and asked staff to return with a proposed agreement and supporting documentation for the next meeting.
