Summary
The council approved variances for two properties, multiple amendments to the citys building and property-maintenance codes (clarifying code year and removing redundancy), and a resolution authorizing staff to reference the International Existing Building Code when other codes provide no practical solution. All motions passed 4-0.
The Kewanee City Council on Oct. 23 approved a package of zoning and building-code measures and a resolution allowing staff to reference the International Existing Building Code (IEBC) when appropriate.
Councilmembers unanimously approved two variance ordinances: Bill 23-57 for Shirley Pitman of 480 Midland Drive and Bill 23-58 for Jason Phelps of 725 Dewey Avenue. Both votes were 4-0 with Councilmember Komnick and Councilmember Baker handling the motions and seconds.
The council also approved multiple amendments to chapters of the City of Kewanee Code of Ordinances addressing building and property-maintenance standards. Community Development Director Keith Edward told the council the change in Bill 23-59 replaces the ambiguous term "current" with the specific year "2021" to clarify which edition of the building code contractors and staff should reference. Bill 23-60 removes a redundancy in the amendments process; Bill 23-61 updates Section 150.040 on adoption of the Property Maintenance Code; and Bill 23-62 corrects an error in Section 150.041. Each ordinance passed on 4-0 votes.
Separately, the council passed Bill 23-63, a resolution adopting the IEBC for use as a reference when existing adopted codes do not provide a practical solution. Councilmember Komnick moved approval; the motion passed 4-0.
Votes at a glance: consent agenda approved 4-0; bills approving variances and code amendments approved 4-0; resolution to reference IEBC approved 4-0. Councilmember Faber was absent.
The ordinances and resolution take effect according to the citys standard adoption procedures; the council did not specify different effective dates during the meeting. The council did not discuss changes to penalties, enforcement procedures, or funding related to the code updates during the Oct. 23 session.
