Summary
The Carroll County Board of Commissioners voted to submit the Division of Aging & Disabilities’ FY2027–2030 area plan and accept FY2027 grant awards totaling roughly $4.6 million in combined federal, state, private and county funds, with staff noting small reductions in some formula grants.
The Carroll County Board of Commissioners on April 30 approved submission of the Division of Aging & Disabilities’ FY2027–2030 area plan and accepted the FY2027 grant awards recommended by staff.
Division staff summarized services covered by the plan — congregate and home-delivered meals, veteran services, Medicare education and enrollment, dementia navigation, ombudsman and guardianship support — and explained that the grant portfolio combines federal, state and private funding with county support. Gina Valentine, identified in the presentation as the division manager, told the board the total estimated funding for the plan is a little over $4,600,000, with approximately $2,800,000 from grants (federal, state and private) and about $1,700,000 in estimated county funding.
Valentine outlined modest year-over-year changes in formula grants: a $1,400 reduction in congregate-meal funding (3-C-1), a $1,300 reduction for home-delivered meals (3-C-2), and an approximately $5,000 reduction to the state guardianship grant. She also described a new combined program application (Supporting Older Adults) that consolidates two existing programs; staff said commissioners will be asked to approve that program after the application and funding arrive.
During discussion, a commissioner noted that the package is heavily grant-funded and described it as providing a strong return for taxpayers. A motion to approve submission of the area plan and accept the awards was made, seconded and carried by unanimous vote.
The board did not change service scope during the vote; staff said they will return with details on the new combined program and any final allocations once federal/state awards are finalized.
