Officials warn juvenile detention bed capacity shrinking as county leans on out-of-county contract

At the meeting Speaker 1 (identified earlier in the transcript as Brian Buckley) described juvenile caseloads and costs: "4 males were detained last quarter," he said, adding that the "cost of juvenile detention was approximately $22,000." Buckley told the board that the county has long contracted with Johnson County for juvenile beds but that Johnson County's available capacity has declined. "They have 20 years ago, Johnson County, they had capacity to take about a 120 clients. Now they're capacity to put in 20," he said, describing a sharp reduction in available beds.
Board members and staff said the decline in out-of-county bed availability, and rising numbers of higher-intensity referrals and cases involving mental-health needs, make placement and case management more difficult. Members discussed exploring other placement options, potential outreach to neighboring counties, and the operational difficulty and expense of sending youth farther from home.
The board did not vote on a new placement contract at this meeting. The advisory board noted the trend and said staff will follow up with potential placement partners and report back at a future meeting.
