Planning staff updates draft rules of procedure; council liaison ethics language restored

Gabrielle Coller of the planning department briefed the commission on recent revisions to the draft rules of procedure, highlighting two key changes intended to close gaps identified during prior workshops.
Coller said new language clarifies how the commission should proceed when vacancies prevent a full annual election of officers: "If at the time of an election there are vacancies on the commission such that it prevents an election from all of the officer positions, the commission may elect from its members individual officer positions deemed necessary to conduct business and may reschedule a full election at such time that those vacancies are filled," Coller said. The change is intended to allow the commission to keep working when membership is temporarily reduced.
She also said staff restored language in the draft that holds a council liaison to the same codes of conduct as commission members, including prohibitions on ex parte communications, because the city code requires those standards unless the code is changed.
Staff indicated the intent is to place the revised rules on the May hearing for approval. A member of the public spoke in support before the workshop concluded.
Next steps: staff will place the draft on the May hearing agenda and continue to incorporate feedback from the commission and city attorney review.
