Carroll's Fuels proposes single consolidated station on West Patrick Street

Carroll Fuel representatives presented a proposal to the City of Frederick Planning Commission to consolidate two adjacent fueling sites at 1180 and 1200 West Patrick Street into a single Carroll's Fuels station with six fueling pumps (12 MPDs), an updated convenience store and revised parking.

Cole Hayden of Polar Engineering said the plan would merge the lots "and do one fueling station, Carroll Fuels, with 6 fueling pumps, so 12 MPDs, and then the associated parking improvements and everything associated with the store." He described landscaping constraints along West Patrick Street because of utility easements and said the team will "beef it up as much as we can" while meeting setback limits. Jesse Newman of Carroll Fuel joined the table and participated in the presentation.

Staff told the commission the applicant has not submitted a lighting plan for the parking area; any light spillage that exceeds lot lines will require modifications. Staff also noted that the State Highway Administration will review access because West Patrick is a state route, and that signage is handled through a separate permit process and variance pathway if needed.

Commissioners welcomed the consolidation of driveways — reducing four driveways to two — and encouraged the applicant to add street trees where possible. There was no public comment on the item, and the commission closed the workshop-level review for the application.

Next steps: the applicant will work with staff on outstanding materials (lighting, screening and any required access approvals with SHA) and return for formal review as needed.
