County updates: port bulkhead, aquatic center work, landfill gasification and a three‑year road resurfacing plan

Summary
Deputy administration and public works reported progress on Port Putnam bulkhead design, aquatic center remodeling, San Mateo water extension, and the landfill gasification project. The board approved Resolution 2026‑033 to clarify right‑of‑way and adopted a three‑year resurfacing plan to accelerate design, bidding and use of millings on dirt roads.
Putnam County staff updated the board April 28 on a string of capital and maintenance projects and proposed a three‑year approach to road resurfacing that the board approved.
Deputy County Administrator Miss Young reported that Port Putnam’s bulkhead design and engineering approach is roughly 90% complete, the Putnam Aquatic Center remodel is on track for mid‑summer completion with lifeguard recertifications complete, and parks projects (new concession buildings, batting cages, and a refreshed sports complex) are scheduled ahead of district tournaments.
Young said the San Mateo water extension has 388 meters installed (214 completed installs billed and 65 contracted), and the East Palatka septic/sewer phase is underway. On the landfill gasification project she said main slab work is done, two slabs and vessels are in place and tank anchoring specs are pending; staff expects testing in May and a ribbon cutting in June.
Public works presented Resolution 2026‑033 to clean up parcel and right‑of‑way records on Old San Mateo Road and described a resurfacing program that sequences design and bidding for 2026–2028 to allow construction to start quickly and to reuse millings on dirt roads to free grading resources. Commissioners debated district allocations and the tradeoffs for West End grading schedules; they approved the resurfacing recommendations unanimously.
The board also approved the road vacate resolution by motion, and later approved several consent items and a codes enforcement fine per staff recommendation.
What’s next: Staff will proceed with design and bidding for the 2026 resurfacing list, finalize gasification testing and prepare for a ribbon cutting, and continue implementation work on water and park projects.
