Councilmember Peruszczak explained that South Carolina law requires detained youth be housed in separate facilities from adults and that Lancaster County does not operate a youth facility; the county pays per‑diem and a capital expenditure charge to the state for housing local juveniles. Outstanding invoices to the state and anticipated remaining fiscal year costs led staff to request the $78,375 transfer from the administrator’s special projects account to the sheriff’s detention center DYS service contract account. Peruszczak noted that the transfer exceeds the administrator’s $20,000 transfer authority and that funding is available because a planned building redesign is not occurring this year.
Staff recommended the interdepartmental transfer, stressing it would not increase the general fund budget but would reallocate existing funds. With no further discussion the council approved the transfer and adopted the ordinance on second reading by recorded vote.
